<br />The Planning Commission reviewed the proposed changes at their regular meeting on January 9, <br />2008, and at a work session on February 6, 2008. The Planning Commission came to a <br />consensus at their February 6, 2008, meeting that the proposed changes should be forwarded to <br />the City Council for review. The City Council reviewed and provided feedback regarding the <br />proposed changes to the Sign Code at their February 19, 2008, work session. <br /> <br />While the proposed changes have been reviewed at three public meetings, changes to the Sign <br />Code do not require an official public hearing with the Planning Commission or City Council <br />because the sign regulations are not part of the Zoning Code. The City Council can allow <br />additional public comments at their discretion. <br /> <br />The City Attorney has reviewed the proposed changes, and his comments have been incorporated <br />into the proposed regulations, His comments were minor and do not impact the policies or <br />procedures within the Sign Code. <br /> <br />Existinl! Dvnamic Displav Sil!ns <br /> <br />There are four existing dynamic signs in the City: <br />1. North Heights Church message sign; <br />2. Holiday Gas Station gas pricing sign; <br />3. Brausen's auto body shop sign on County Road E and Highway 511Hamline Avenue; <br />and, <br />4, Clear Channel's electronic billboard at the northeast intersection ofInterstate 35W and <br />694. <br /> <br />The first three dynamic display signs were installed in accordance with City regulations and <br />approved plans. These three signs will not be impacted by any changes made to the Sign Code. <br />However, the Clear Channel billboard was installed in violation of City regulations. The City is <br />in litigation with Clear Channel. <br /> <br />Additional Chanl!es to the Sil!n Code <br /> <br />This memo only addresses the proposed changes that have been made to the sign regulations <br />since the review at the February 19, 2008, City Council work session. Please refer to the <br />attached February 19, 2008, memorandum for a full description of the proposed changes <br />(Attachment A). Minor typographical errors and corrections have not been specifically listed in <br />either memo.
