<br />], Roll out portable signs ban. <br /> <br />At the February 19, 2008, work session, the City Council came to a consensus that most portable <br />signs, specifically roll out portable signs, should be banned (Section 1230.02 Subd 9). This ban <br />does not apply to the smaller portable signs such as A-frame or "sandwich" signs, which could <br />be displayed with limitations. <br /> <br />2. A-Frame or sandwich signs allowed without a permit under certain conditions. <br /> <br />The A-frame or sandwich signs have been allowed without a permit in a limited form in Section <br />1230.01 Subd 6. A business could have up to two ofthese signs without a permit provided the <br />signs are not illuminated and within 15 feet of the primary entrance to the building. Should this <br />provision become abused, it can be removed at a later date. <br /> <br />3. Manual changing message board signs permitted with limitations. <br /> <br />As discussed at the work session, the current Sign Code does not address manual changing <br />message board signs, though there are a number of them in the City. As directed, these signs <br />have been specifically included and permitted in section 1240.03. Constructing the manual <br />changing message board sign will require a permit; however, changing the message on the signs <br />will not require a permit. No more than 35 percent of a sign face can be a manual changing <br />message board. These types of signs are not permitted in the nonresidential sign districts. <br />Manual changing message boards are different from dynamic display signs, which are banned. <br /> <br />4, Permits not required for internal window signs with limitations. <br /> <br />Section 1230.01 Subd 8 removes the permit requirement for internal window signs; however, the <br />internal window signs are still subject to the size restrictions in 1240.02 Table 1. Dynamic <br />display signs are prohibited and could not be used in windows signs. <br /> <br />5, Total freestanding sign area. <br /> <br />At the February 19,2008, work session, there was a concern regarding the total area of <br />freestanding signs, which includes monument signs. While the current Sign Code regulates sign <br />copy (message) area, it does not limit total sign area. Upon reviewing sign regulations from <br />other cities, Staff is a recommending the total area of a freestanding sign be limited to no more <br />than 1.5 times the total sign copy area (Section 1240.02 Subd 2.E). <br /> <br />For example, in Sign District 4, a property could have a freestanding sign with 80 square feet of <br />sign copy.
