<br />~ <br />~~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: March 10,2008 <br /> <br />TO: Mayor and City Council <br />Jim Willis, Interim City Administrator <br /> <br />FROM: Stacie Kvilvang, Project Manager <br /> <br />SUBJECT: Approval of Rcsolution No. 2008-020, Approving Preliminary Design Positions <br />For Interstate 694, Highway 10 and County Road 96 Projects <br /> <br />BACKGROUND <br /> <br />At the February 13,2008, work session, the Council discussed a proposed concept plan for grade <br />separation of Highway 10 and County Road 96 and development ofa local access interchange on <br />Highway 10. The Council discussed the following areas related to these projects to ascertain <br />Council support and/or concems: <br /> <br />I. Grade separation at Highway 10 and County Road 96 <br />2. County Road 96 alignment and width on westem end <br />3. Access for Scherer Brothers/lessen impact to Arden Manor <br />4. Preservation of access between Highway 10 and County Road 96 <br />5. Provide access from Highway 10 into TCAAP <br />6. Provide at-grade signalized intersection at Highway 10 into TCAAP; and <br />7. Move Highway 10 alignment to the east <br /> <br />Overall Council supported all seven (7) areas and directed staff to prepare a concept plan <br />position paper to outline the design constraints that should be reviewed and addressed to progress <br />these project further in preliminary design. <br /> <br />DISCUSSION <br /> <br />The concept plan position paper will be utilized as a communication tool to articulate the <br />Council's issues they would like reviewed and addressed as the preliminary design phase moves <br />forward. Based upon comments from the Council related to each item above, staff categorized <br />them into design constraints by specific project (three projects total). Each project is overseen by <br />a responsible party to carry out the preliminary design aspects for the project (with assistance <br />from the City as needed) and report back to the City as follows: <br /> <br />1. MnDOT - Interstate 694 Study from 35E to 3SW <br />a. Sound mitigation for neighborhoods south of County Road 96 <br />
