<br />2. Ramsey County - Grade separation of Highway 10 and County Road 96 <br /> <br /> <br />a. Turn lane from north bound Highway 10 onto east bound County Road 96 <br /> <br />b. Minimize median, shoulder and trail widths on north and south side of County <br />Road 96 (possible elimination of trail on north side) <br /> <br />c. Utilize southern edge of County Road 96 for future alignment of Interstate <br />Highway 35 bridge expansion <br /> <br />d. Provide pedestrian crossing over or under County Road 96 <br /> <br />3. City - Preserve full access for residents between Highway 10 and County Road 96 <br />through development of an interchange that includes access to TCAAP from <br />Highway 10 <br /> <br />a. Review phasing option to see if all four entrance/exit ramps on a new diamond <br />interchange are needed and provide timing and phasing of project <br /> <br />b. Review to determine how safe access for Scherer Brothers can be provided in the <br />interim and long-tenn based upon phasing plan for the interchange <br /> <br />c. Review costs associated with realigning Highway 10 further northeast <br />i. Move south lane closer to north lane <br />11. Move both lanes further north, but within MnDOT ROW <br />Ill. Move both lanes further north into TCAAP (outside of ROW) <br /> <br />The only issue not addressed that was raised by Council was support for a signalized intersection <br />at Highway 10 into TCAAP. Staff did not move this forward as a preliminary design <br />consideration since MnDOT has repeatedly stated they will not support this type of access. <br /> <br />Upon approval of the resolution, City staff will work with the various entities to gather the <br />appropriate information for Council review and consideration. It is anticipated that the <br />information to be provided will include reports on costs associated with the design constraint, <br />timing and phasing options, possible layouts, etc. When Council has concluded their review of <br />the information, it is anticipated that an updated plan will be developed to move forward to <br />design and environmental assessment. <br /> <br />ACTION REQUESTED <br /> <br />The document has been provided in draft form for Council revIew and/or discussion. The <br />Council has two options for this evening: <br /> <br />1. Approve the resolution; or <br />2. Provide comments and requested changes to the position paper and bring it back to a <br />special Council meeting or at the next regularly scheduled Council meeting (March 31, <br />2008) <br /> <br />Attachment (Draft form) <br />
