<br />. Develop and adopt Situation and Assumption information for each Emergency <br />Support Function (ESF) section in the Emergency Operations Plan; <br />. Develop and formally adopt Concept of Operation protocols for each Emergency <br />Support Function (ESF) section of the Emergency Operations Plan; <br />. Create response parameters (levels of emergency (ex: Level I, Il, Ill, IV ) for use <br />in emergency and disaster situations; <br />. Formally document the disaster declaration process; <br />. It should be staffed with a fulltime director, planner, and <br />exercise specialist. Other recommendations to improve emergency management include: <br /> <br />IMPLEMENTATION <br /> <br />Critical to the city will be the process to implement the recommendations in this study. <br />As has already been mentioned, there arc severe issues between labor and management, issues <br />that need to be considered before and during the implementation process. I f success is to be <br />achieved, it is paramount that the administration solicits input from the various employee groups, <br />residents, and the city council. <br /> <br />If implemented, the master plan recommendations (Option # 4) in this report are a <br />significant departure from the way fire and EMS services are being delivered now. While the <br />deployment and service delivery recommendations contained in this report are considered <br />standard practice in larger communities, the city and fire department will need to move slowly in <br />the implementation process. <br /> <br />Study Review and Evaluation - The first step taken by the city should be to have the <br />findings and recommendations of this report reviewed by two groups: the fire department and <br />city residents. The fire department's review should include input from upper and mid-level <br />management, first-line supervisors, and representatives from both unions. The final product <br />should include a comment on each recommcndation in this report. Where alternative views or <br />recommendations are found these should be reported.
