<br />Scope of Services <br /> <br />The purpose of the Fire Service Staffing Study is to assist the Lake Johanna Fire <br />Department, its Board of Directors, aod the cities of Arden Hills, Shoreview and North <br />Oaks with the following: <br /> <br />)> Identify fire service level needs aod priorities. <br />)> Developing alternative staffing plans to best meet these needs. <br />)> Evaluating the positives and negatives, as well as the costs associated with future <br />staffing plans. <br />)> Identify potential locations for Station #1 and evaluate the locations in relation to <br />alternative staffing scenarios. <br /> <br />As part ofthis study, the consultant will need to work closely with the Fire Chief and <br />other key Department staff, as well as with the Board of Directors, and the City Councils <br />of the three cities. At a minimum, the consultant will need to: <br /> <br />)> Review the Fire Department's current services and programs and identify possible <br />future service levels. <br />)> Understaod the Department's operations, response criteria and service levels. <br />)> Review the Department's current organizational structure. <br />)> Tour all Fire Stations aod City response areas. <br />)> Meet with staff from the three cities to review comprehensive plans for the cities aod <br />potential for growth. <br />)> Work closely with the Department staff to identify future staffing/service delivery <br />alternatives/options. <br />)> Evaluate and develop estimated costs for implementing staff/service delivery <br />alternatives including strategies for phasing of the recommendations. <br />)> Prepare a final report for distribution to the Board of Directors and three cities served <br />by the Department. <br /> <br />The Lake Johanna Fire Department will provide staff to assist in gathering information <br />required for the study. The consultaot will work closely with the Fire Chief and Board of <br />Directors ofthe Department as needed throughout the study. The consultant should <br />expect to review key assumptions and findings with the Board at appropriate points <br />throughout the study. The consultaot will also be expected to present aod review the <br />study with the City Councils of the three cities. <br /> <br />Proposed Requirements <br /> <br />The proposal shall contain: <br /> <br />1. A statement of the Firm's nnderstanding and approach to the study. This <br />should include a description of the major tasks. <br />2. A time schedule for completion of the major tasks, including deliverables, and <br />overall completion of the study. <br />
