ARDEN HILLS CITY COUNCIL - February 25,2008

4

4D. Motion to Approve a Resolution ReQuestine: Comprehensive Road and
Transit Fundin!?:: Supportine: the Leae:ue of Minnesota Cities 2008
Transportation Fundine: Policv Statement

Interim City Administrator Willis explained this is a resolution drafted by the League of
Minnesota Cities seeking to unite the communities of Minnesota behind this project to ensure
adequate funding. He stated that Governor Pawlenty vetoed the transportation bill, but the House
and Senate both overrode the veto; this resolution was prepared before that occurred. He noted
that the City Council's adoption of the resolution would indicate the City Council's approval of
the bilL

Councilmember McClung stated that given the events of the past week and particularly the
events of today, he would have liked the opportunity to talk about this resolution in a
worksession or regular meeting. He stated there are items contained in the resolution that he does
not support. He indicated the City Council has not previously had a policy in place for these
types of resolutions and requested an opportunity to discuss this at a future worksession meeting.

Mayor Harpstead stated that from time to time, the City Council is required to weigh in as it
pertains to other branches of government and one of the main priorities the City Council has had
to address is transportation and the issue of transportation as it relates to other governmental
agencIes.

Councilmember McClung reiterated his concern that the City Council did not have an
opportunity to discuss the resolution before this evening and stated he is not able to support it.

MOTION: Councilmember Holden moved and Councilmember Holmes seconded
a motion to table action on the Resolution Requesting Comprehensive
Road and Transit Funding. The motion carried (3- I Mayor Harpstead).

6. PUBLIC HEARINGS

A. Consider Approvine: Resolution 2008-14 for the Vacation of Three
Easements as Part of the Final Plat for Christensen Estates (PC #08-003) as
Proposed in the February 25. 2008 Memorandum to the City Council

Planner I Beekman explained this action is for a vacation of three easements as a condition of
approval of the final plat. She stated the three easements to be vacated will be encompassed by a
new, larger drainage and utility easement that will be dedicated to the City in the Christensen
Estates final plat. She noted the intent of this easement vacation is to clean up the legal
description of the property and the final plat is contingent upon approval of these easement
vacations.

Councilmember Holmes asked when the vacation of these easements will occur.
