7A, City Hall Masonry Facade Repairs

The City's contract engineer for the Masonry Facade project, Brian Pashina, with Wiss, Janey, Elstner, & Associates has reviewed the five bids and recommends that the City contract with the low bidder, AJ. Spanjers Company, Inc. The engineer also recommends having AJ.Spanjers perform the work in the alternate bid, removing and reflashing the parapet coping stones. This would include proper anchoring of the coping stone. After the removal of the stone, our engineering firm, Wiss, Janey, Elstner, will conduct an examination of the existing conditions. Based on WJE's observations, there may be additional costs for the repair, based on the finding. Since these repairs will be of a time sensitive nature, staff also seeks authorization for additional repairs not to exceed $41,700, as maybe recommended from WJE. (See attached cost estimate prepared by WJE) WJE originally estimated the cost of these repairs to be around $220,000 to $290,000. Financial Implications Funding for this project is available from the Equipment Building and Replacement Fund. This fund was established during the 2008 budgeting process and City Hall repairs were budgeted in the 2008-2012 Capital Improvement plan from this fund. The City will be utilizing funds received from the mediation settlement. Requested Action Motion to Award the Contract dated 3/11/08 for the City Hall Masonry Facade Repairs Project- to AJ. Spanjers Company, Inc, for an amount not to exceed $221,790.00, and to Wiss, Janey, Elstner, for an amount not to exceed $23,000. (This includes the bid amount of $136,773.00 plus $66,317.00 for alternate I, and an additional $41,700.00 (as needed) in repairs that may be necessary upon discovery by WJE after removal of the existing stone.)
