<br />City of Arden Hiiis <br /> <br />RFP for Planning Consultant Services <br /> <br />1. Introduction <br /> <br />The B-2: General Business District is the primary commercial and transportation corridor in <br />Arden Hills, and is the center of the City's retail, office, and other cornmercial <br />establishments. Developed by the 1980s, the B-2 District serves as an important business <br />node within the City, and is often referred to as "downtown Arden Hills." However, the B-2 <br />District has become a focus for redevelopment in recent years as business needs have <br />changed, existing buildings have aged, and tenants have turned over. In order to guide <br />future redevelopment and to create a long-term, unified vision for the B-2 District, the City <br />seeks to create a small area plan that addresses current and future land uses, design <br />standards, transportation issues, pedestrian improvements, landscaping, public <br />improvements, and other related issues. <br /> <br />2. Arden Hills Information <br /> <br />Incorporated in 1951, the City of Arden Hills is located near the northwestern corner of <br />Ramsey County and lies approximately eight miles north of downtown Saint Paul and <br />downtown Minneapolis. The estimated population in 2005 was 9,787 people with an <br />employment base of nearly than 14,000 jobs. The residents of Arden Hills enjoy a high <br />quality of living with many parks, a highly valued trail system, superb access to regional <br />transportation, and stable neighborhoods. In addition to the City's high quality <br />neighborhoods, Arden Hills is home to a number of large corporations, many small <br />businesses, and two private colleges. Arden Hills is a strong community that attracts <br />residents and businesses because of its close-knit neighborhoods, parks, responsible <br />government, and open spaces. <br /> <br />3. Study Area (map) <br /> <br />The B-2 Zone includes those commercial properties that are adjacent to County Road E, <br />Connelly Street, and Pine Tree Drive between Lexington Avenue and Highway 51 <br />(Attachment A). <br /> <br />4. Scope of Services Outline <br /> <br />The tangible result of the srnall area planning process will be a plan document that <br />incorporates the elements described below in written and graphical format. Interim <br />products and graphics will be produced as necessary for public meetings and education. <br />These plan elements are restated in narrative format following this section to provide a <br />more complete understanding of expectations. <br /> <br />a.
