<br />ARDEN HILLS CITY COUNCIL - March 31, 2008 <br /> <br />2 <br /> <br />2. PUBLIC INOUlRIES/INFORMATIONAL <br /> <br />Mayor Harpstead opened the public inquiries/informational at 7:08 p.m. <br /> <br />Mayor Harpstead stated that he had requested that due to the number of items on the agenda <br />Superintendent Dan Hoverman, from the Mounds View School District, come on a different <br />night when he would have more time to speak with the Council. <br /> <br />Ms. Kristy Effmger, 1969 Banyan Street, Secretary, Arden Manor Residents Association, stated <br />that the Arden Manor Residents Association is in agreement with all the points in the current <br />position paper concerning Highway 10 and County Road 96. In an effort to cover all their bases <br />they had the attorneys at the Housing Preservation Project look over the documents. The <br />attorneys did not think that the documents would prevent the residents from shaping and <br />influencing the process further down the line as the City attempts to arrive at a final conceptual <br />design for Highway 10 although one last clarification could be made. This clarification would <br />be: This resolution does not imply municipal consent for the Highway 10 Project. The City <br />reserves the right to withhold municipal consent until a final conceptual design meets the <br />conditions outlined in the Council's position paper. Ideally this could be added as the third point <br />of the resolution under consideration. The purpose would be to clearly state that nothing in the <br />resolution takes away from the City's municipal consent powers nor would that consent be <br />transferred over to the Mayor and City Staff. <br /> <br />Mayor Harpstead closed the public inquiries/informational at 7: I 0 p.m. <br /> <br />3. APPROVAL OF MINUTES <br /> <br />A. March 10,2008 Regular City Council Meeting <br /> <br />B. March 17,2008 City Council Worksession <br /> <br />Councilmember Holden requested the following changes: Page 8, the sixth paragraph, <br />Councilmember Holden stated that she would like to know where the budget is at when it is <br />requested, be stricken completely. <br /> <br />MOTION: Councilmember Holden moved and Councilmember McClung <br />seconded a motion to approve the March 10, 2008 Regular City Council <br />Meeting Minutes and the March 17, 2008 City Council Worksession <br />Minutes as amended. The motion carried unanimously (4-0). <br /> <br />4. CONSENT CALENDAR <br /> <br />A. Claims and Payroll <br />B. Resolution No. 2008-022: Approval of a Two-Year Charitable Gambling License <br />for Merrick, Inc., to operate at the Blue Fox Bar & Grill <br />C. Purchase of 800 MHz Radios for Emergency Management <br />
