<br />ARDEN HILLS CITY COUNCIL - March 31, 2008 <br /> <br />7 <br /> <br />City Engineer Bloom stated that is why she is presenting the report at this time to the Council as <br />they are hoping to get the meters installed before the wet or rainy season starts so that they can <br />gather better data. <br /> <br />Councilmember Grant asked if sump pumps were being looked at as well. <br /> <br />Public Works Director Gregory Hoag stated they will be looking at these when they do the <br />water meter battery replacements so that they will only have to enter a house once. <br /> <br />Mayor Harpstead stated that the sump pump only needed to be disconnected from the sanitary <br />sewer system but they could go out into the ground water. <br /> <br />Councilmember McClung asked if it was possible to quantify how much the City had exceeded <br />their allowable flow and how much of a difference the improvements have made. <br /> <br />City Engineer Bloom directed Councilmember McClung to page 4 of 12 of the report for these <br />numbers. <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Holden seconded a <br />motion to accept the Presentation of Inflow and Infiltration (III) Final <br />Draft Report with specific action items to be brought to the City in the <br />future. The motion carried unanimously (4-0). <br /> <br />D. Consider Approving THI0 & CR96 Position Paper and Resolution. <br /> <br />Stacie Kvilvang of Ehlers & Associates stated that the position papers were the final draft based <br />on the last meetings and worksession. Upon consideration and approval of this document, City <br />Staff and its transportation consultant, Bolten and Menk, will work with Ramsey County, <br />MnDOT and SEH to coordinate preparing and gathering the data and information the Council <br />will need to make decisions to progress the process forward to a final conceptual design. <br /> <br />Councilmember McClung stated that because of the magnitude of this project, he would like to <br />have it specifically stated something to the effect that this document does not imply municipal <br />consent. <br /> <br />Ms. Kvilvang stated that this document does not imply municipal consent and would not be seen <br />as such but if the Council wished to add this language it could be done. <br /> <br />Mayor Harpstead asked if making a statement such as this would hamper the City's ability to <br />ask for funds in the future. <br /> <br />Ms. Kvilvang stated that it would not be seen as the City withholding municipal consent but <br />rather not grant municipal consent at this time. <br />
