Parking Capacity to be Maintained. <br /> <br />1. Surfacing and striping of parking lots shall be maintained in a <br />manner that will assure that the designated parking capacity is met. <br /> <br />2. Snow storage areas shall be provided so that the number of <br />parking spaces is not reduced below the minimum required. The <br />City may initiate proceedings to require that snow be hauled off the <br />site if parking and circulation problems related to inadequate snow- <br />removal occur. <br /> <br />3. Required parking, loading or maneuvering space shall not be <br />used for the sales, storage, display or leasing of vehicles, boats or <br />products, except for temporary use by special permit. <br /> <br />L. Building Permit and Site Plan Approval Required. A building permit <br />shall be required in such case where a commercial, industrial, public or <br />semi-public land use is intending to construct on-site parking containing <br />a site aggregate of more than four (4) spaces or a loading facility that is <br />not a part of, or has prior approval as part of a site plan for which a <br />building permit has been issued. <br /> <br />M. Inoperable and Unlicensed Vehicles. Passenger vehicles, recre- <br />ational vehicles, trucks and watercraft that are in an inoperable condition <br />or are unlicensed or in storage shall not be parked outdoors in the City <br />for a period exceeding seven (7) days. "Inoperable" shall mean <br />incapable of movement under its own power or in need of repair or <br />disposal in a junkyard. <br /> <br />Subd. 2 Off-Street Loading.
