<br />City of Arden Hills Chapter 13 Zoning Code <br /> <br />1. City Council reviews and takes action on the Final POD Plan. <br /> <br />J. Applicant applies for building permits. <br /> <br />Subd. 4 POD Concept Plan Review (Optional). <br /> <br />A. Procedure. An applicant considering a POD may first apply for Concept <br />Plan Review thereof and then proceed to obtain Master Plan and Final Plan <br />approval <br /> <br />B. Purpose. Concept Plan Review is an informal discussion process that <br />allows the applicant to present preliminary ideas about a contemplated <br />development project to the city, and in turn the city may offer suggestions and <br />concerns regarding the development concept. <br /> <br />C. Application, Documentation and Administrative Procedure. The applicant <br />for Concept Plan Review of a POD shall complete and submit to the zoning <br />administrator an application on such forms as are provided by the <br />administrator, together with the required fee and six (6) copies of information <br />needed to convey the Concept Plan Review ideas to the city. <br /> <br />D. City Procedure. The City will prepare a summary of the proposed <br />Concept Plan in terms of City plans and regulations and transmit this <br />information and the information submitted by the applicant to the Planning <br />Commission and City Council to assist their review of the proposal. Nothing <br />herein contained shall be deemed to forbid or discourage informal <br />consultations between the applicant and the City Planner prior to the filing of <br />an application for Concept Plan Review, provided no statement or <br />representation made by said planner shall be binding upon the City of Arden <br />Hills. <br /> <br />E. Procedure for City Review. The Planning Commission will offer <br />comments and suggestions regarding the Concept Plan to the applicant. These <br />comments and suggestions will be transmitted to the City Council, which may <br />offer additional comments. No public hearing will be held at this stage so the <br />city cannot take action. No suggestions made by the Planning Commission or <br />Council on the proposed Concept Plan are binding on the City for subsequent <br />stages. <br /> <br />Subd. 5 POD Master Plan. <br /> <br />A. Procedure. As the fust step in the POD approval process, an applicant <br />must first apply for Master Plan approval and then proceed to obtain Final <br />Plan approval, or may apply for both the Master Plan and Final Plan <br />concurrently. <br /> <br />Section 1320 - District Provisions <br />Adopted: November 13, 2006 <br />Page 36 of 4t <br />
