This Plan is being prepared as requirement of the Metropolitan Land Planning Act; however, the City recognizes the importance of planning and setting community- wide goals. Arden Hills completed its first Comprehensive Plan in 1966 with updates in 1976, 1980, and 1998. It is anticipated that the next Comprehensive Plan review will take place in 2018. While this Plan is a guide for development through 2030, it is intended to be flexible and responsive document that can be amended to acknowledge changing conditions and new opportunities. This Plan must be continually referenced, updated, and used on a regular basis. This document provides a path for the City but does not dictate specific activities or absolute decisions; instead, this Plan is intended to help City leaders in developing policies, programs, ordinances, capital improvement plans, and budgets that reflect the overall values and priorities of the residents and businesses. 1.2 2030 Regional Development Framework 1, Formatted: Bullets and Numbering On January 14 2006 the Metropolitan Council adopted the 2030 Regional Formatted: Indent Left. 0.25 Development Framework to guide growth in the seven county metropolitan area through 2030 The Framework includes regional growth policies and it defines the community role in achieving these policies The policies that are applicable to Arden Hills include: Policy 1: Work with the communities to accommodate growth in a flexible connected and efficient manner. Policy 2: Plan and invest in multi -modal transportation choices based on the full ramie of costs and benefitsto slow the growth of congestion and serve the region's economic needs. Policy 3' Encourage expanded choices in housing location and types and improved accessto lobs and opportunities.
