Sampson Park — Add landscaping within the park to provide interest <br />and improve aesthetics. Detach the basketball court from the road <br />pavement and replace with a trail segment. Add trail signage for <br />identification, including <br />the Elmer L. Andersen Memorial Trail designation. <br />Ridgewood Neighborhood Park (unofficial name) — Resurface tennis <br />court. Add benches for wildlife viewing. Add park sign. <br />Valentine Park — Complete drainage study and drainage improvements <br />for the future of the park. The following improvements are contingent <br />upon the results of the study: Add a looped trail around the inside of <br />the park. Connect existing recreational features to paved trails for ADA <br />accessibility. Reconfigure parking lot to detach park features from the <br />parking lot pavement. Add a new warming house/picnic shelter. Move <br />the half basketball court. This location is a key connection between <br />the east and west portions of the City. The City should work with Ramsey <br />County and MnDOT to either expand or reconstruct the bridge to create <br />adequate pedestrian and bike crossings or build a freestanding bike and <br />pedestrian bridge near the vehicle bridge. <br />Highway 96 — A trail underpass should be installed at a selected location <br />between Highway 10 and Lexington Avenue. The grade -separated connection <br />would provide access to City Hall, the TCAAP area, and the developed portion of <br />the City south of Highway 96. A trail crossing of Highway 10 should also be <br />incorporated into the Highway 96 and 10 intersection when it is rebuilt. <br />Highway 10 — There are two potential grade separated crossing locations along <br />Highway 10. The first potential crossing is just south of Royal Hills Park and the <br />other is within TCAAP north of Highway 96. A minimum of one grade separated <br />crossing must be built. <br />Interstate 35W — There are two potential locations for a pedestrian and bike <br />bridge over Interstate 35W. At least one crossing should be constructed. A <br />significant option is to convert the existing railroad bridge located just north of <br />Interstate 694 to a pedestrian/bike crossing. This trail would connect the Round <br />Lake area to the City of New Brighton trails and Long Lake Regional Park. A <br />second trail option is proposed to be located north of Highway 96 to connect the <br />TCAAP area with Long Lake Regional Park. <br />
