<br />May 12, 2008 <br /> <br /> <br />EHLERS <br /> <br />Date: <br /> <br />LEADERS IN PUBLIC FINANCE <br /> <br />To: <br /> <br />City Council <br /> <br />From: <br /> <br />Stacie Kyilyang <br /> <br />Subject: <br /> <br />TCAAP Update <br /> <br />Acquisition ofTCAAP Property <br /> <br />/ <br /> <br />On April 15, 2008, the City and RRLD had a conference call with the Army/GSA to discuss the <br />following: <br /> <br />I. Attorney call updates - The attorneys have a call on April 16, 2008 to discuss the PP A and the <br />MOA. Drafts of these documents and comments to those drafts have been exchanged and the <br />attorneys will continue to work through revisions. <br /> <br />2. City update - City is moving forward to select a concept design for Highway 10 local access <br />interchange into TCAAP and anticipate approving a concept in early June so Ramsey County <br />can begin preliminary design for Highway 96. All plarming and financing issues will be <br />resolved prior to transfer of the property and terms will be outlined in a Master Development <br />Agreement between the City and RRLD. City will provide GSAJArmy with a timeline of <br />approvals needed for the transfer to occur. <br /> <br />3. Statns of field samplinl! report - RRLD indicated it will be prepared to bring the final report <br />to the June meeting. The Army already has a draft report and should be providing RRLD with <br />comments on that. At the June meeting, the parties will discuss the release of the RI data and <br />the public relations aspects of that release. <br /> <br />4. Sites I and K - Army submitted a cost evaluation report for Site K to the City and RRLD. The <br />Army is on schedule to do the remedial work for Site K in October or November 2008. This <br />will be soil cleanup only, not groundwater, and it will be done to state industrial cleanup <br />standards for VOCs. For Site I, the Army has an internal draft of ECA, but has not yet given it <br />to regulators. <br /> <br />5. NEP A Process - Army stated they met with State Historic Preservation Office (SHPO) and <br />prepared a field sampling plan for the old homesteads on the property. <br /> <br />6. June meetinl! date - Is scheduled for June 10 - 11, 2008 at the offices of Dorsey and Whitney <br />in Minneapolis. <br /> <br />. The City, RRLD and the GSAJArmy will be having a conference call on May 13,2008 at 10:00 <br />a.m. to discuss: (1) Which credit categories to discuss in June, (2) Discussion of exchange of <br />remedial investigation data, and; (3) June meeting. <br /> <br />Project Status Memo <br /> <br />1 <br />
