<br />ARDEN HILLS CITY COUNCIL - April 14, 2008 <br /> <br />II <br /> <br />Mayor Harpstead stated that on page 7 of the Executive Summary the first paragraph, the final <br />sentence implies that there will be additional steps not necessarily those presented. <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Grant seconded a <br />motion to Approve the TCAAP Redevelopment Communication Plan <br />Executive Summary & Recommendations as Published With The Addition <br />of a Key Message that Adds the Safety of the Site with a Specific <br />Emphasis that the Council Endorse the Recommendations That the City of <br />Arden Hills Take the Following Actions to Achieve Its Objectives in <br />Communicating with the Key Stakeholder Audiences. <br /> <br />Councilmember Holmes stated that on page 5 it stated that the land is currently contaminated <br />and must be cleaned up to proper environmental standards, the word must should be changed to <br />read will be cleaned up. <br /> <br />Councilmember Holden asked for clarification regarding the ability to make additional <br />changes, feedback and suggestions. <br /> <br />Mayor Harpstead stated that this is a living document and that changes will continue to occur <br />and that approving the executive summary would only put Staff and the consultants on the path <br />to those recommendations. <br /> <br />The motion carried (4-1 CouncilmemberHoJden). <br /> <br />B. Update on Items Related to the 1-694. Hiehwav 10 and County Road 96 <br />Position Paper. <br />1. Mn/DOT Noise Studv <br />2. Hiehwav 10 Alienment Alternatives <br /> <br />Interim City Administrator Willis stated the City Council approved the Interstate 694, <br />Highway 10 and County Road 96 Preliminary Design Issues and Position Paper and authorized <br />City Staff to retain the services of Bolton & Menk to assist the City in providing technical <br />support for these transp0l1ation related projects at the March 3 I, 2008 City Council meeting. On <br />April 4, 2008 City Staff met with Ramsey County and MnDOT to formally present the position <br />paper and SEBK responses. It is the understanding of City Staff that Ramsey County will be <br />proceeding with preliminary design on the grade separation of Highway 10/County Road 96 in <br />early June 2008. At this time City Staff is requesting that the Council review and discuss the <br />information, select an Alignment Alternative for Highway 10 and provide Staff with a direction. <br /> <br />Mr. Chris Chromy, of Bolton & Menk, clarified the role of Bolton & Menk as to reviewing that <br />industry standards have been followed, processes have been established, and that Minnesota <br />Pollution Control Agency standards have been followed. <br /> <br />Councilmember Grant clarified that Bolton & Menk does not do primary research. <br />
