ARDEN HILLS CITY COUNCIL - April 14, 2008 II Mayor Harpstead stated that on page 7 of the Executive Summary the first paragraph, the final sentence implies that there will be additional steps not necessarily those presented. MOTION: Mayor Harpstead moved and Councilmember Grant seconded a motion to Approve the TCAAP Redevelopment Communication Plan Executive Summary & Recommendations as Published With The Addition of a Key Message that Adds the Safety of the Site with a Specific Emphasis that the Council Endorse the Recommendations That the City of Arden Hills Take the Following Actions to Achieve Its Objectives in Communicating with the Key Stakeholder Audiences. Councilmember Holmes stated that on page 5 it stated that the land is currently contaminated and must be cleaned up to proper environmental standards, the word must should be changed to read will be cleaned up. Councilmember Holden asked for clarification regarding the ability to make additional changes, feedback and suggestions. Mayor Harpstead stated that this is a living document and that changes will continue to occur and that approving the executive summary would only put Staff and the consultants on the path to those recommendations. The motion carried (4-1 CouncilmemberHoJden). B. Update on Items Related to the 1-694. Hiehwav 10 and County Road 96 Position Paper. 1. Mn/DOT Noise Studv 2. Hiehwav 10 Alienment Alternatives Interim City Administrator Willis stated the City Council approved the Interstate 694, Highway 10 and County Road 96 Preliminary Design Issues and Position Paper and authorized City Staff to retain the services of Bolton & Menk to assist the City in providing technical support for these transp0l1ation related projects at the March 3 I, 2008 City Council meeting. On April 4, 2008 City Staff met with Ramsey County and MnDOT to formally present the position paper and SEBK responses. It is the understanding of City Staff that Ramsey County will be proceeding with preliminary design on the grade separation of Highway 10/County Road 96 in early June 2008. At this time City Staff is requesting that the Council review and discuss the information, select an Alignment Alternative for Highway 10 and provide Staff with a direction. Mr. Chris Chromy, of Bolton & Menk, clarified the role of Bolton & Menk as to reviewing that industry standards have been followed, processes have been established, and that Minnesota Pollution Control Agency standards have been followed. Councilmember Grant clarified that Bolton & Menk does not do primary research.
