ARDEN HILLS CITY COUNCIL - April 14,2008

10

Councilmember Holden stated that on page 6 of the larger document under Elected Officials
Mr. McElroy from the Economic Develop Commission for the State of Minnesota should be
added.

Councilmember Holden stated that on page 8 of the larger document under Media it should
read the New Brighton Arden Hills Bulletin not the Shoreview Arden Hills Bulletin.

Councilmember Holden stated that on page I I of the larger document under Special Residents
Constituencies Keatson Drive should be added.

Councilmember Holmes asked for clarification regarding special resident constituencies.

Mr. Davis stated that these were the constituencies that were drawn out to them in their research
process with each of the Council members and that these may not be as inclusive as the Council
may like. He also stated that they would be able to add or remove any names from this list.

Councilmember Holmes stated that on page I I under Faith Communities, there was at least one
Arden Hills church that was not included. She suggested that this listing should be consistent
and include all faith communities within a selected geographic area.

Mayor Harpstead stated that this plan is a living document and that it would evolve as things
get implemented and as items were prioritized. He also stated that he had found things in the
larger document that he had problems with. He also stated that the recommendations that were
presented were directionally helpful with the exception of the surveys. He asked the Council to
approve a direction as opposed to the content as this would be beneficial to Staff and consultants
so that they could start to put together actions.

Councilmember McClung suggested that this could be accomplished by approving the
executive summary with the recommendations and each Council member review the larger
document and provide their input and questions to the consultants and the Communications
Committee.

Mayor Harpstead clarified that this document had been cleared by the Communications
Committee. He also verified that this action would allow Davis Communications to move in the
right direction.

Councilmember Holden stated the National Guard should be included in the document as a key
player. She also stated that it needed to be stated very clearly in the document that the property
is going to be safe for residents.

Mr. Davis stated that this will be added to Key Messages for TCAAP Communication on page 4
of the Executive Summary.

Councilmember Holden asked if the Executive Summary contained any language that would
include the Communication Plan if approved.
