<br />ARDEN HILLS CITY COUNCIL - April 14, 2008 <br /> <br />20 <br /> <br />Councilmember Grant asked in terms of phasing how far the project was out. <br /> <br />Ms. Gen McJilton of Ryan Companies stated that the hope was that in 2009 the title for the <br />TCAAP property would transfer. They would expect by 2012 the road would be completed <br />along with the interchange. Clean up is expected to take two to three years but as clean up is <br />completed the infrastructure would be built. <br /> <br />Councilmember Holmes asked if the City went with Alternative 1 would the City add back in <br />the south leg. <br /> <br />Mayor Harpstead stated that Alternative 1 did not have this section of road included. He stated <br />that the real issue was where TH I 0 lays. <br /> <br />Councilmember Holden stated that the Council had also requested that on Highway 10 the City <br />had looked at having a right turn lane on Highway 10 south of County Road 96 that would go <br />east on County Road 96. She asked if Bolten & Menk had been given this information. <br /> <br />Mr. Chromy stated that this was included in the Position Paper and relative to County Road 96 <br />this was something that could be requested and included in Ramsey County's preliminary design. <br /> <br />Councilmember Grant stated that this alternative provided a general position and direction for <br />the highway but this could change slightly based on what the engineers discovered and the City <br />is not locked into specifically what they have in front of them now. <br /> <br />Mr. Chromy stated that this would be correct. <br /> <br />The motion carried (3-2 Councilmember McClung and Councilmember Holmes). <br /> <br />MOTION: Mayor Harpstead moved and Councilmember Holden seconded a <br />motion to Accept the MnDOT Noise Study document and the MnDOT <br />letter regarding at-grade signalized intersections. <br /> <br />Councilmember Holden asked for clarification regarding the decision on the noise study for 1- <br />694 and what the decision was. <br /> <br />Mayor Harpstead stated that the 1-694 Project would need to come back to Council for <br />municipal consent. <br /> <br />Public Works Director Hoag stated that he would provide the City with an update. <br /> <br />The motion carried (4-1 Councilmember Holmes). <br /> <br />Councilmember Holden asked when the City can expect to see anything further on County <br />Road 96. <br />
