ARDEN HILLS CITY COUNCIL - April 14, 2008

4

Public Works Director Gregory Hoag stated that the proposed Inflow and Infiltration Work
Plan includes additional temporary flow meters, calibration oflift stations to ensure that they are
accurate, manhole inspection and rehabilitation, smoke testing primarily in the northern part of
the city, begin to develop and implement a sump pump inspection program in conjunction with
the water meter battery replacement project, continue televising sanitary sewer lines, and a
possible lining project later in the summer.

Councilmember Grant stated that a resident of Arden Manor had contacted him stating that the
grading in the park had not been done properly and subsequently when it rains there is a pond
that is created and the only way for the pond to drain is thru the manhole cover. He suggested
the City take a look at this manhole cover to ensure that it is not covered so that the water does
not go directly into the sanitary sewer system.

Public Works Director Hoag stated that he had been there to try and monitor this but there was
not enough flow at that time. He stated that the City will investigate this area further.

Councilmember Grant stated that he would like to have dates for completion, staffing plans
including internal staff, external staff and additional summer staff if required, and relative to the
sump pump inspection program additional detail including specific steps that the City will be
taking included in the work plan

Public Works Director Hoag stated that he was looking at all the information from different
cities that he had received and would be putting together a sump pump program that is effective
with the record keeping that was needed and the results that the City wants.

Councilmember Grant stated that he would like to have Arden Hills staff utilized in this
program.

Public Works Director Hoag stated that this would be his preference as well because the water
meter battery replacement is a specialty item and this would ensure that it was done correctly
along with the ability to track internally what the City is doing. He has learned from talking with
the other cities that it was very effective to work jointly with the Public Works Department and
the building inspectors.

Councilmember Grant asked what the cycle time is for the water meter batteries.

Public Works Director Hoag stated that there is an approximate ten-year cycle and the City is
currently at eight plus years. The City has not seen a large number failing at this time but is
expecting these numbers to increase in the near future.

Councilmember Grant asked for an updated work plan with more specifics.

Public Works Director Hoag stated that he would get an updated work plan with additional
detail to the Council.
