ARDEN HILLS CITY COUNCIL-April 14, 2008

5

Mayor Harpstead stated that this work plan was a first step in monitoring the processes and the
City could expect to see additional plans throughout the year.

Public Works Director Hoag agreed with Mayor Harpstead. He also stated that as the City
implements some of these programs the City may go over the $IOO,IOO allowed and will bring
that to Council for approval. He also stated that the City would like to solve the problem sooner
rather than later.

Councilmember Grant clarified that the $100, IOO was not allowed but rather a required
amount.

Councilmember McClung stated he was in agreement with Councilmember Grant and he
would like the work plan to include priority level, staff hour requirements, and timeline. He
stated that he supports the programs but the City needs additional information in order to make
decisions.

Public Works Director Hoag stated that Staff will work on putting together the information
requested and report back to the Council. He stated that currently there is further investigation
required in order to determine the programs needed and the areas that needed improvement.

Councilmember Holden asked for clarification regarding the additional costs for consultants in
the amount of$l 5,000.

Civil Engineer Kristine Giga stated that the consultants would be assisting the City with the
analysis of the additional flow testing and smoke testing to determine any problem areas,
determining any additional testing that may be needed, and assisting the City in developing
improvement plans.

Councilmember Holden stated that under the sanitary sewer televising and lining projects it
states that the project is a joint project with the City of Roseville. She asked if the City had
budgeted for sewer lining.

City Engineer Giga stated that it was anticipated that a portion of the $100,100 that was
budgeted for the 1&1 reduction would be used for sewer lining.

Councilmember Holden asked if there were certain areas that the City was looking at sewer
lining or is it based on the results of televisions.

Civil Engineer Giga stated that Staff was working on televising sewer lines around lakes where
there was more likely to be water flowing into the sewer.

Councilmember Holden asked if the videoing would be 100% complete by the end of summer.

Public Works Director Hoag stated that about 90% would be complete. The remaining lines
that needed to be done are located in easements and these areas are more difficult to get to.
