<br />City of Arden Hills - Comprehensive Plan - DRAFT <br /> <br />13.1.4 Inflow and Infiltration (1&1) <br /> <br />The City of Arden Hills has been identified as a community with inflow and <br />infiltration (1&1) challenges. The Metropolitan Council Environmental <br />Services (MCES) has imposed a surcharge on the City as a part of its 1&1 <br />reductionfelimination program. Based on current readings that the METC <br />has taken from several monitoring points, Arden Hills' surcharge is <br />estimated at $100,100 a year for five years, beginning in 2007. The City is <br />examining its sanitary sewer system to identify areas that are contributing <br />to the 1&1 problem and take the necessary measures to reduce andfor <br />eliminate the surcharge. <br /> <br />tn 2007, the City began to study its 1&1 problem in response to the <br />surcharge from the Metropolitan Council. In 2008, the City will complete <br />the initial study and develop and implement an 1&1 reduction plan. The 1&1 <br />study to date includes smoke testing, flow metering, sanitary sewer main <br />televising, and manhole inspections. <br /> <br />The City is committed to reducing 1&1 and reducing or eliminating the <br />surcharge. <br /> <br />13.2 Other Utilities <br /> <br />Electricity, natural gas, and cable television are provided and maintained by <br />private companies; however, they do use the right-of-way for distribution of <br />these services. Electricity and natural gas is provided by Xcel Energy. Comcast <br />provides cable television services to Arden Hills. <br /> <br />13.3 City Street Maintenance <br /> <br />The City has an on-going Pavement Management Program (PMP) that <br />documents the physical condition of the approximately 31 miles of streets. The <br />condition of each of the streets is evaluated and given a Pavement Condition <br />Index (PCI), which is used to prioritize street reconstruction and maintenance. <br />The PMP reviews roadway pavement condition as well as presence of concrete <br />curb and gutters, storm drainage system, and public utility conditions. These <br />factors are weighted together to generate a prioritized list of roadway <br />improvements. A financial analysis is conducted and the proposed <br />improvements are grouped into annual programs in the Capital Improvement <br />Plan (CIP) and annual budgeting process. <br /> <br />DRAFT 103 <br />5/15/2008 <br />
