<br />City of Arden Hills - Comprehensive Plan - DRAFT <br /> <br />Technological advances and development activities are placing increasing <br />strains on the City's right-of-way. Right-of-way (ROW) is used to provide area for <br />electric, gas, telephone, cable, and other public and private utility lines. <br />Unplanned use of the ROW can lead to a confusing jumble of underground <br />utilities that increase the maintenance and reconstruction costs to all users. It is <br />in the City's best interest to revise its right-of-way ordinance to provide for a <br />comprehensive approach for the maintenance and construction for all public and <br />private utilities within the City ROW. <br /> <br />13.4 Emergency Preparedness <br /> <br />The City adopted the Emergency Operations Plan on November 14, 2005, and <br />updated it on December 12, 2006. The purpose of this Plan is to maximize the <br />protection of life and property, ensure the continuity of government, sustain <br />survivors, and repair essential facilities and utilities. The Plan is intended to <br />assist key City officials and emergency organization to carry out their <br />responsibilities for protection of life and property under a wide range of <br />emergency conditions. It is also important to be able to efficiently coordinate <br />emergency services and communicate with other governmental organizations. <br /> <br />13,5 City Buitdings <br /> <br />13.5.1 City Hall <br /> <br />The current City Hall building was opened in October 2001 and is located at 1245 <br />West Highway 96, which is approximately half way between Lexington and <br />Hamline Avenues on the north side of Highway 96. The building includes a <br />community room, Council chambers, and additional space for future needs. <br /> <br />13.5.2 Public Works/Joint Maintenance Facility <br /> <br />In October 2004, the City of Arden Hills, Ramsey County, and the Mounds View <br />School district opened a joint maintenance and operations facility on Kirkwold <br />Drive, which is in the northwest corner of the Highway 96 and Hamline Avenue <br />intersection.
