IMPLEMENTATION <br /> <br />The Comprehensive Plan is a guide for decision making, setting priorities, <br />developing new policies, and guiding City business. However, the Plan requires <br />active implementation to be successful. The vision, goals, policies, and information <br />in this document are meant to support the City and provide a strategic framework <br />for accomplishing City goals and maintaining a healthy, vibrant, and stable <br />community. While this Plan provides a policy framework, implementation will <br />require additional review, research. process, and action. This Plan is the starting <br />point. <br /> <br />This document is not set in stone. The Comprehensive Plan must be evaluated <br />and updated as funding, priorities, and opportunities change over time. <br /> <br />Most of the other chapters include implementation strategies specific to the chapter <br />they are in. This implementation chapter includes broader implementation <br />techniques that apply to multiple chapters. <br /> <br />14.1 Capital Improvement Plan (CIP) <br /> <br />The Capital Improvement Plan (CIP) is the financial planning mechanism used <br />by the City to plan for long range and significant expenditures. Arden Hills has <br />adopted a five-year CIP that is updated on an annual basis (Appendix F). Each <br />year the CIP is reviewed and revised as priorities change, more details are <br />known, and funds become available for capital projects and purchases. The <br />CIP is an important tool for the annual budgeting process because it helps guide <br />the allocation of funds for the upcoming year. <br /> <br />The Comprehensive Plan sets forth overall direction for the City; the five year <br />CIP and the annual budget implement the goals and policies contained within <br />this Plan. Each year, all items in the CIP are evaluated in relation to the goals, <br />policies, and direction in the Comprehensive Plan. This allows spending <br />decisions to be made within the overall context and future planned environment <br />for the community. While it is important that the City's financial tools implement <br />the intent of the Comprehensive Plan, the Comprehensive Plan cannot predict <br />every future need, project, or constraint. The Comprehensive Plan is a dynamic <br />document that can be amended, with careful review, to respond to unanticipated <br />changes in the City. <br /> <br />DRAFT <br />5/15/2008 <br /> <br />109 <br />
