TWIN CITIES ARMY AMMUNITION PLANT (TCAAP) PROPERTY REDEVELOPMENT <br /> <br />Goal: Develop TCAAP in a way that accommodates a mix of land uses that is <br />sensitive to the natural environment, economically sustainable, and SJ benefit to the <br />.community, <br /> <br />5.1 )nlroduclion <br /> <br />In 1941. the federal qovernment started construction on the Twin Cities Armv <br />Ammunition Plant (TCAAP), which occuDied about 3.7 square miles (2.370 <br />acres) in what was then Mounds View Township. Durinq a 16 month period. <br />over 300 buildinqs were constructed to manufacture and test munitions for <br />World War II. Th~ plant also produced munitions for the Korean conflict. <br />Vietnam conflig.t and the first Gulf War. At its peak. the propertv had 40 miles of <br />electric and telephone wire 83 miles of sewer. 37 miles of road and railroad <br />track. and employed more than 25.000 peo~ <br /> <br />The entire TCAAP proper!y was included in the Arden Hills municipal border <br />when the Citv incorporated in 1951. and it now occupies approximately the <br />northern one-third of Arden Hills. The TCAAP propertv was bounded bv <br />Hiqhwav 96 on the south. Hiqhwavs 10 and 35W on the west. Lexinqton Avenue <br />on the east. and Countv Road I on the north (map). <br /> <br />5.2 TCAAP Decommissioning and Land Transfers <br /> <br />Between 1974 and 1985, the federal qovernment started decommissioninq <br />TCAAP. While munitions production bv private entities continued into the earlv <br />2000"'-.QQera1Lolls were ,,-Jr:ilf.tion of what was manufactured at peak production. <br />Plans to transfer portions of the propertv and redevelop j1have been in the <br />works since the 1980s.
