<br />City of Arden Hills - Comprehensive Plan - DRAFT <br /> <br />National Guard is in the process of developing a 10nQ-term master plan for the <br />Qroperty. <br /> <br />While the AHA TS master plan has not been finalized. it is anticipated to include a <br />field maintenance shop. traininQ area m".D-<!fLell}ent buildinQ. division <br />headquarters. state ioint force headquarters. billetinQ. and a number of ancillarv <br />buildinQs (draft map 1. TheJ)roject is Qiso expected to include an armorv/traininQ <br />center that could have a community center component. The potential buildinqs <br />would be located on the north and west sides of the Ramsey County/Arden Hills <br />Public Works Facility_ at the northwest corner_pf the Hamline Avenue and <br />HiQhway 96 intersection (Map). <br /> <br />The potential impacts of the AHATS master plan have not been fully evaluated. <br />but it will increase use and workers on the National Guard prcmerty. The City <br />seeks to maintain a workinQ relationship with the Minnesota National Guard on <br />Q@nninQ activities and to pQtentially collaborat~_QIl-,,___community center as p_art of <br />the traininQ facility. <br /> <br />5.2.3 City of Arden Hills <br /> <br />In 1994. the federal QQvernment formally _declared 774, acres of the TCMP <br />property as excess that was to be sold. In order to have a more proactive and <br />holistic planninQ process for the excess property. the City. alonQ with a private <br />developer. entered into a purchase aQreement with the federal Qovernment in <br />2007 to purchase 585 acres of land adiacent to Interstate 35W and HiQhwav 10 <br />fM2.Rl <br /> <br />Various redevelopment plans have been in proqress since the early 1980s. <br />includinQ the Vento Reuse Plan and...\Oi'_.Eramework Vision. ~~development <br />plans continue to evolve as transfer of the land to the City draws closer. In 2007. <br />the City initiated a more detailed communit>,-QlaQning process to better define <br />how the 585 acres shouid be redeveloped_ While a final iand use plan will not be <br />approved in time for inclusion in this Comprehensive Plan. approximately 49 <br />acres will be transferred to Ramsey Countv for a wildlife corridor connectinQ Rice <br />Creek to the AHATS property and 76_5 acres will be used for an undetermined <br />public use. <br /> <br />Once the City adopts a land use redevelopment plan. the Comprehensive Plan <br />will be amended to include all of the redevelopment data. includinq approved <br />land uses. housinQ densities. transportation infrastructure. traffic Qeneration. <br />parks. open spaces. and water resource data.
