City of Arden Hills - Comprehensive Plan - DRAFT two seaments from the Federal Safe Routes to School Fundina Proaram. The aoal of the pathways is to provide a safe route to Valentine Hills Elementary. the Ramsey County Library. and Tony Schmidt Reaional Park. County Road E2 is a busv roadway that continues to increase in traffic and is a danaerous route for pedestrians. This project is scheduled to occur in the federal fiscal year - 2009. This proiect is a cooperation between the City. Ramsey County Parks and Recreation. School District 621. and Ramsev County Public Works. In conjunction with Ramsey County and MnDOT, grade separated crossings of major roads and railroads is one of the more important actions the City can take to improve the path network, increase safety, enhance access to parks, encourage increased physical activity, and help tie the community together. The following connections and improvements, some of which are noted in the above list, are recommended from the 2002 PTOS Pian and the community meetings: o County Road E over Hiahwav 51 - The existina bridae is very narrow and unsafe for pedestrians or bicvclists. This location is a key connection between the east and west portions of the City. The City will also need to work with Ramsey County and MnDOT to consider options for expandina or reconstructina the bridae to create adeauate pedestrian and bike crossinas or build a freestandina bike and pedestrian bridae near the vehicle bridae. o Hiahwav 96 - A arade separated trail connection may be needed at a location between Hiahway 10 and Lexinaton Avenue. The arade- separated connection would provide access to City Hall. the TCAAP area. and the developed portion of the City south of Hiahwav 96. A trail crossina of Hiahway 10 could possiblv be incorporated into the Hiahway 96 and 10 intersection when it is rebuilt. o HiQhway 10 - Between Interstate 694 and the City border alona Hiahway 10, a pathway crossina is needed. Two potential options for a arade separated crossinas: An area just south of Royal Hills Park and/or alona Hiahway 10 north of Hiahway 96. A minimum of one arade separated crossinq is desired. o Interstate 35W - The City desires a pedestrian and bike bridae over Interstate 35W. A specific location for this crossina needs to be identified. This would be a crucial pathway crossina to connect the TCAAP area with Lona Lake Reaional Park.
