<br />City of Arden Hills - Comprehensive Plan - DRAFT <br /> <br />9.5.2 Ramsey County Rice Creek Corridor <br /> <br />Approximately 112 acres of the former TCMP property adjacent to Rice Creek <br />has already been transferred to the Ramsey County Parks and Recreation <br />department. The County is constructinq a pathway. the Rice Creek North <br />Reqional Trail. alonq the Creek. The trail is anticipated to be completed in the <br />summer of 2008. This reqional trail will eventually be an important connection to <br />the rest of the City throuqh TCAAP. <br /> <br />9.6 Implementation Strategies <br /> <br />9.6.1 'priority Setting <br /> <br />One tool to advance this chapter is to create a flexible priority list. With the <br />priorities laid out. the City would_be able.better able to assess fund balances and <br />make informed .spending decisions .and coordinate improvements with other <br />projects such as road improvements. The priority list will need to be reqularly <br />evaluated lo measure progress and to adjust the list.to accommodate fundinq <br />availability. changing circumstances, and chanqinq priorities. A fully functioning <br />and complete park and pathway system adds to the attractiveness of the City <br />and to the values of property owners. . <br /> <br />While a long-term priority list will help the City in the decision making process <br />and help plan for future expenses. the list must be flexible. As new local and <br />reqional projects, needs, and opportunities arise, it may be necessary to adjust <br />the list to take advantage of opportunities that may not yet be known. . <br /> <br />9.6.2 Partnerships <br /> <br />Developinq partnerships with other public and private orqanizations is an <br />important tool for implementinq this and other chapters of the Comprehensive <br />Plan. With scarce resources and increasinq demands. searchinq for <br />partnerships to reduce costs. increase efficiency. and expand services is <br />necessarv. Workinq with adiacent cities. the Metropolitan Council. Ramsey <br />County. businesses. hiqher education institutions. and other stakeholders may <br />lead to better and more efficient implementation of this Chapter. <br /> <br />MNDOT & Ramsey County Transportation - Coordinatinq with ,MnDOT and <br />Ramsey County Public Works will help ensureJhat pathway additions and <br />crossings are in their transportation master plans, included in reconstruction <br />projects. and are a priority for funding and implementation in their capital <br />improvement plans (CIP). <br /> <br />DRAFT <br />5/15/2008 <br /> <br />(~~~~!~~~~.~~~~~~~~~i~~~~_____ .
