<br />ARDEN HILLS CITY COUNCIL WORKSESSION - MAY 12, 2008 <br /> <br />3 <br /> <br />which areas need to be abated before the site can be demolished. She indicated the survey then <br />lists where items can be disposed of and the levels of their contamination. Ms. Gaffin explained <br />that this industry is regulated by the Minnesota Pollution Control Agency, the Minnesota <br />Department of Health, and the EP A with each agency having rules and regulations that govern <br />the procedures of the surveying process. <br /> <br />Councilmember Holden questioned how the decision was made to abate certain contaminants <br />and dispose of others. <br /> <br />Mr~ Gebhard explained that this is why the developer was working with State certified <br />professionals. He indicated samples were tested and during the demolition trained certified <br />abatement teams will be onsite to handle any areas of concern. <br /> <br />Ms. Gaffin added that the professionals used to complete the surveys were all State certified <br />contractors with the appropriate training to decipher between the different levels of <br />contamination. <br /> <br />Mayor Harpstead indicated concern with this process for the future residents/businesses that will <br />reside on this property. He asked what contaminants were present on the property and how they <br />might affect the design of the master development plan and the well being of the residents. <br /> <br />Mr. Gebhard indicated the asbestos abatement would rid the building and building pads of <br />contamination identified in the surveys prior to future development of the master plan. He <br />didn't see these contaminants as impeding the development. Mr. Gebhard explained that the <br />contamination just needed to be abated properly and in a safe manner so as not to create further <br />problems. <br /> <br />Councilmember Holden asked what the procedure would be if contaminants were discovered <br />below the slabs. She questioned if this is outside the scope of this survey. <br /> <br />Ms. Gaffin explained there was a contingency for unforeseen asbestos in the buildings that were <br />being demolished. She indicated that asbestos found at other places on the property (within the <br />soil) was not a part of this assessment. <br /> <br />Mr. Gebhard indicated that the concrete block walls were sampled along with the slab floors but <br />it was not feasible to sample all of the voids inside these features. He stated surprises in this area <br />were accounted for by contingencies. <br /> <br />Ms. Gaffin noted there would be additional phases of investigation where soil borings would be <br />taken. She indicated this survey was focused on the existing buildings and what would need to <br />be done to safely demolish and remove them from the site. <br /> <br />Mayor Harpstead questioned how many buried pipes were known about at this site and asked <br />when these issues would be addressed. <br />
