Variances. <br /> In the event that the plumbing inspector determines that <br /> strict application of the provisions of this article would <br /> constitute a hardship to the particular property owner, and <br /> that the provisions of this article could be relaxed in the <br /> particular case presented without endangering the public <br /> health and without permitting the creation of an unsafe <br /> water supply, then the plumbing inspector shall so report to <br /> the city council, and request council action to relax the <br /> appropriate requirements for the individual case. Upon such <br /> application and report, after auch further inquiry and <br /> investigation as the council deems advisable the council <br /> may waive any requirements of this article in a particular <br /> case, upon the standards and further reasons hereinbefore <br /> set forth.
