Organization. <br /> The civil defense agency shall be organized into such <br /> divisions and bureaus, conaistent with state and local civil <br /> defense plans, as the director deems necessary to provide for <br /> the efficient performance of local civil defense functions <br /> during a civil defense emergency. Participation in labor dispute, polities. <br /> The civil defense agency shall not participate in any form <br /> of political activity nor shall it be employed directly or <br /> indirectly for political purposes, nor ahall it be employed in <br /> a legitimate labor dispute. General responsibility. <br /> <br /> The director of civil defenae shall have direct responsibili- <br /> ty for the organization, adminiatration and operatian of the <br /> civil defense agency, subject to the direction and control of <br /> the mayor.
