R.epresentation of city on other organiza- <br /> tions. <br /> The director, with the consent of the mayor, shall <br /> represent the city on any regional or state organization for <br /> civil defense. Execution of governor's orders, etc. <br /> The director shall carry out all ordera, rules and <br /> regulations issued by the governor with reference to civil <br /> defense. (Ord. No. 63, § 9(8), 12-27-61) <br /> Sec. 7-40. Coordinate activities. <br /> <br /> The director shall direct and coordinate the general <br /> operations of all local civil defense forces during a civil <br /> defense emergency in conformity with controlling regula- <br /> tions and instructions of state civil defense authorities. The <br /> heads of departments and agencies ahall be governed by his <br /> orders in respect thereto. (Ord. No. 63, § 9(9), 12-27-61) <br /> Sec. 7-41. Commandeer services, properly. <br /> During the first thirty (30) days of a civil defenae <br /> emergency, if the legislature is in session or the governor <br /> has coupled his declaration of the emergency with a call for <br /> a special session of the legislature, the director may, when <br /> necessary to save life or property, require any person, egcept <br /> members of the federal or state military forces and officers <br /> of the atate or any other political subdivision, to perform <br /> services for civil defense purposes as he directa, and he may <br /> commandeer, for the time being, any motor vehicle, tools, <br /> appliances or any other property, subject to the owner's <br /> right to just compensation as provided by law.
