Intent and purpose. <br /> This chapter is adopted for the purpose of: <br /> (a) Providing for the economical availability of eand, <br /> rock, soil, and other materials vital to the continued <br /> growth of the city; <br /> (b) Eatablishing reasonable and uniform limitations, <br /> safeguards, and controls in the city for the eatraction, <br /> deposition and proceasing of sand, gravel, rock, soil, <br /> and other natural earth materials; <br /> ~(c) Controlling noise, duathazards, effects on adjacent <br /> property, and other factors related to the eatraction, <br /> deposition and procesaing of natural materials; <br /> I ;F (d) Providing for the restoration of eacavation, mining <br /> and land reclamation operations after termination of <br /> such operation thus making the site compatible with <br /> the surroundings and not detrimental to the commu- <br /> nity; <br /> (e) Providing for the control of potential pollution <br /> problems which eaiat with eatraction, deposition and <br /> processing operationa.
