Collection, 11-18-11-19 <br /> <br /> <br /> ARTICLE I. IN GENER,AL <br /> Sec. 11-1. Purpose. <br /> <br /> The city council finds, determines and declares that it is <br /> necessary and conducive for the protection of the public <br /> health, safety and welfare of the people of the city to provide <br /> regulations for the dumping and disposal of garbage, refuse <br /> and other trash within the city. The purpose of this chapter <br /> is to regulate and control the dumping and disposal of <br /> garbage and refuse in the city, to the end that the public <br /> health, safety and welfare of the people of the city will be <br /> protected and enhanced and to prevent and prohibit the <br /> indiscriminate and uncontrolled use of property for dumping <br /> purposes in violation of zoning and health regulations and <br /> recognized public health standards; to prevent and prohibit <br /> open dumping on land in the city and to require that <br /> disposal and dumping of garbage and refuse be authorized <br /> only pursuant to permits granted hereunder.
