R,equired. <br /> Before any person shall engage in or operate any activity <br /> within the city which shall be for a limited time period or of <br /> a temporary nature as mentioned and provided for in this <br /> article, he shall first obtain a permit therefor. Application. <br /> Any person desiring a permit required by the provisions <br /> of this article shall make application therefor to the <br /> clerk-administrator. (Res. Waiver of fees. <br /> Fees required for permits under the provisions of thia <br /> article may be waived by the council for schools, nonprofit <br /> organizations, governmental agencies, and similar institu- <br /> tions or organizations, provided it first adopts a resolution <br /> setting forth the reasons for such waiver. Issuance. <br /> Permits required by the provisions of this article shall be <br /> issued upon payment of such fee as is required for the <br /> particular activity in a resolution from time to time adopted <br /> by the council, and approval as provided herein.
