Activities for which permit fee not re- <br /> quired. <br /> The activities for which permit fees shall not be required, <br /> but nevertheless a permit shall be required, are as follows: <br /> <br /> (a) Installation or construction of courtesy benches and <br /> shelters; <br /> (b) Purchase of fireworks and operation of fireworks <br /> display or program; <br /> (c) Boutique or garage sale; <br /> (d) Newspaper distribution locations; and, <br /> (e) Casual roadside stand on owner's property.
