Each <br /> of the departments, officers, commisaions, committees, <br /> consultanta, employees or agencies to whom the <br /> application and accompanying materiala have been <br /> referred shall make a written recommendation to the <br /> city council as to whether the license sought should be <br /> issued or denied within forty-five (45) days of the date <br /> of the application. <br /> (2) Personal seruice licenses; masseurs and masseuses. <br /> All applications for personal service licenaea hereun- <br /> der, including information or documentation accompa- <br /> nying the same, shall be reviewed by the clerk-admin- <br /> istrator and referred to and reviewed by the police <br /> department and such other departments, commis- <br /> sions, committeea, officers, conaultants, and employees <br /> of the city and such other governmental agencies as <br /> the clerk-administrator shall deem necesaary for the <br /> verification and investigation of the facta set forth in <br /> the application. Each of the departments, officers, <br /> commissions, committeea, consultants, employees or <br /> agencies to whom the application and aecompanying <br /> materials have been referred shall make a written <br /> recommendation to the city council as to whether the <br /> license sought should be isaued or denied within thirty <br /> (30) days of the date of the application. <br /> (b) Investigation Fees. <br /> (1) Business license.
