<br /> <br /> <br /> <br /> § 21-3 ARDEN HILLS CODE <br /> (a) If any court of competent jurisdiction shall adjudge <br /> any provision of this chapter to be invalid, such <br /> judgement shall not affect any other provisions of this <br /> chapter not specifically included in said judgement. <br /> (b) If any court of competent jurisdiction shall adjudge <br /> invalid the application of any provision of this <br /> chapter to a particular property, building or other <br /> structure, such judgement shall not affect the applica- <br /> tion of said provision to any other property, building <br /> or structure not specifically included in said judge- <br /> ment. (Ord. No. 216, § 1(C), 12-8-80) <br /> Sec. 21-4. Rules and definitions. <br /> (A) Rules. The language set forth in the text of this <br /> chapter shall be interpreted in accordance with the <br /> ' following rules of construction: <br /> (1) The. singular number includes the plural and the <br /> plural the singular; <br /> (2) The present tense includes the past and the future <br /> ~ tenses and the future includes the present; <br /> (3) The word "shall" is mandatory while the word "may" <br /> is permissive; <br /> <br /> (4) The masculine gender includes the feminine and <br /> neuter. <br /> (B) Definitions. [For the purpose of this chapter, the <br /> following words and terms shall have the meanings <br /> respectively ascribed]: <br /> (1) Administrator. The clerk administrator of the City of <br /> Arden Hills, or that person's duly authorized deputy. <br /> (2) Alteration. Any major alteration to a sign, but shall <br /> not include routine maintenance, painting or change <br /> of copy of an existing sign. <br /> (3) Billboard.
