<br /> <br /> <br /> <br /> ' SIGNS § 21-7 <br /> <br /> (d) No sign permitted by this chapter shall, by reason of its <br /> location, color or intensity, create a hazard to the safe, efficient <br /> movement of vehicular or pedestrian traffic. No private sign <br /> shall contain words which might be construed as traffic controls, <br /> such as "Stop," "Caution," "Warning," etc., unless such sign is <br /> intended to direct traff'ic on the premises. <br /> (e) The city council may approve the construction of a tempo- <br /> rary sign not specifically defined in this chapter if a valid need is <br /> shown to exist by virtue of an emergency or special situation, <br /> such as highway construction. The duration, location, size and <br /> other conditions upon the sign shall be established by the council <br /> at the time of approval. <br /> (f) For the purpose of calculating the area of a sign under this <br /> chapter, the following rules shall apply: <br /> (1) Sign area shall include the copy, graphic elements, back- <br /> ground, borders and frame. <br /> (2) Changeable copy signs shall be considered as part of the <br /> allowable area for a business sign. <br /> (3) The maximum area for multiple-faced signs shall be twice <br /> the allowable area indicated in section 21-8 of this chapter. <br /> (4) The area of a ground sign shall include the architectural <br /> wall or feature to which it is attached. <br /> (5) Sign support structures which are an integral part of the <br /> design of the identification device shall be calculated as <br /> part of the allowable sign area and may be permitted only <br /> by planning commission review and council approval. <br /> (g) A business sign consisting solely of changeable copy shall <br /> not be permitted. Changeable copy signs shall be allowed only <br /> when designed and constructed as part of a business sign con- <br /> taining permanent copy identifying the business to which it re- <br /> lates. The changeable copy portion shall not exceed fifty (50) per <br /> cent of the total area of the business sign of which it is a part. <br /> (h) No more than three (3) special events signs shall be allowed <br /> per building (as defined in subsection 21-4(B)(21xm) in a com- <br /> mercial/industrial district per calendar year.
