128-56 ARDEN HILL3 CODE additional quarterly demand charge for the purpose of covering certain fized coats of the city in maintaining the municipal water syatem, which charges ahall be as established in resolutions adopted from time to time by the city council. The owner of a parcel of improved residential property, any portion of which is located within four hundred (400) feet of a fire hydrant, shall also pay such quarterly demand or standby charge as is established from time to time by resolution adopted by the city council, even though such property is not connected to the municipal water aystem. Similarly, the owner of any parcel of improved or nonresidential property, any portion of which is located within four hundred (400) feet of a city fire hydrant, shall pay such quarterly demand or standby charge as is established by a resolution adopted from time to time by the city council. Statements for total water charges for the preceding quarterly period shall be mailed by the clerk-administrator to each customer on or before the twentieth day of January, April, July and October of each year. Such statements shall be due on the lest day of the month following the quarterly period covered by such statement.
