' , f - , . <br /> <br /> . ` \ , . . . <br /> <br /> <br /> <br /> upon the health, safety, convenience, morals, <br /> aiad general welfare of the owners and occupants <br /> of aurrounding land, in particular, and the <br /> community as a whole, in general, including, <br /> but not limited to, the following factors: <br /> existing and anticipated traffic and parking <br /> conditions; noise, glare, odors, vibration, <br /> smoke, dust, air pollution, heat, liquid or <br /> solid waste, and other nuisance characteristics; <br /> drainage; population density; visual and land <br /> use compatibility with uses of, and structures on <br /> surrounding 1and; adjoininq land values; and <br /> the orderly development of the neighborhood and <br /> the Viliage within the general purpose and intent <br /> of this Ordinance and the Comprehensive Plan. <br /> 3. Additional Criteria For Grantin S ecial Use <br /> Permits For Drive-In Business an Automo i e <br /> ervice Stations. <br /> Because rive-in businesses and automobile <br /> service stations present certain unusual problems, <br /> the Council and the Planning Commission, in <br /> addition to the general criteria enumerated above, <br /> shall cansider and be guided by (in the case of <br /> application for drive-in businesses) and shall <br /> make specific findings (in the case of application <br /> for autamobile service stations) in regard to the <br /> following guidelines and criteria for each use: <br /> a. Drive-In Businesses. <br /> ~ 'i. No drive-in business sha11 be located <br /> within 400 feet of a public, private <br /> or parochial school, a church, a <br /> public recrea'tion area, or any <br /> residentially zoned property. <br /> iie No drive-in business shall be located <br /> on a street other than,one designated <br /> as a thoroughfare or business service <br /> road on the Comprehensive Plan. <br /> iii. A driue-in business shall not be <br /> located on the site if the probable <br /> result of such location would be to <br /> unreasonably increase traffic volume <br /> on nearby residential streets. <br /> iv. No drive-in business shaTl be located <br /> on a lot of less than 24,000 sq. ft. <br /> b. Automobile Service Stations. <br /> <br /> i.
