For signs requiring a Special Use Permit, <br /> the Special Use Permit procedure described in the Zoning Ordin- <br /> ance of the City of Arden Aills shall be followed. <br /> <br /> C. Variances. In order to provide additional flexibility in the <br /> eri€orcement of this Ordinance and to alleviate hardship and <br /> injustice, the City Council may grant variances from the <br /> dimensional reguirements of this Ordinance. Upon application <br /> from the person seeking a permit for the erection or installa- <br /> tion of a sign, the request for variance shall be processed in <br /> accordance with applicable provisions of Arden Hills Zoning <br /> Ordinance as amended. -Such variance shall require a finding <br /> of fact that an undue hardship exists if the Ordinance were <br /> strictly enforced and shall be based upon the following <br /> considerations: <br /> l. That the hardship is attributable to the partieular <br /> pfiysical surroundings, topographical conditions or <br /> shape of the specific parcel of land involved. <br /> 2.
