~ DEN HILLS MEMORANDUM DATE: June 27, 2008 TO: Mayor and City Council FROM: Kristine Giga, Civil Engineer Deb Bloom, City Engineer Greg Hoag, Public Works Director Ron Moorse, City Administrator SUBJECT: TH 10 Local Access Interchange BACKGROUND/DISCUSSION The proposed local access interchange on Trunk Highway 10 (TH 10) north of County Road 96 (CR 96) will provide the local access elements related to Ramsey~County's proposed grade- separation proj ect at the TH 10 and CR 96 intersection. The design of the local access interchange has undergone numerous reviews, analyses, and revisions to minimize its footprint and its impact on the Arden Manor manufactured home park. The "tight diamond" design that is being used for the west half of the interchange is the narrowest and least intrusive interchange design. The City Council approved a position paper on March 31, 2008 that identified issues and concerns related to the Local Access Interchange Project and the THIO and CR96 Intersection Project. The position paper has guided the review and revision of the concept plan, and will also guide the preliminary design process. While a phasing analysis showed that a west frontage road is needed to accommodate the proj ected traffic, the frontage road has been redesigned to create a combined entrance ramp and one-way frontage road. This has reduced the impact on Arden Manor, including saving four manufactured homes. The approval of the concept plan will enable the City to move into the preliminary design phase of the interchange project, which will involve more detailed review, and full evaluation of the associated impacts. It will also provide guidance to Ramsey County in the preliminary design phase of the THIO & CR96 intersection project.
