<br /> <br />~ DEN HILLS <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />June 27, 2008 <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />FROM: <br /> <br />Kristine Giga, Civil Engineer <br />Deb Bloom, City Engineer <br />Greg Hoag, Public Works Director <br />Ron Moorse, City Administrator <br /> <br />SUBJECT: <br /> <br />TH 10 Local Access Interchange <br /> <br />BACKGROUND/DISCUSSION <br />The proposed local access interchange on Trunk Highway 10 (TH 10) north of County Road 96 <br />(CR 96) will provide the local access elements related to Ramsey~County's proposed grade- <br />separation proj ect at the TH 10 and CR 96 intersection. <br /> <br />The design of the local access interchange has undergone numerous reviews, analyses, and <br />revisions to minimize its footprint and its impact on the Arden Manor manufactured home park. <br />The "tight diamond" design that is being used for the west half of the interchange is the <br />narrowest and least intrusive interchange design. <br /> <br />The City Council approved a position paper on March 31, 2008 that identified issues and <br />concerns related to the Local Access Interchange Project and the THIO and CR96 Intersection <br />Project. The position paper has guided the review and revision of the concept plan, and will also <br />guide the preliminary design process. <br /> <br />While a phasing analysis showed that a west frontage road is needed to accommodate the <br />proj ected traffic, the frontage road has been redesigned to create a combined entrance ramp and <br />one-way frontage road. This has reduced the impact on Arden Manor, including saving four <br />manufactured homes. <br /> <br />The approval of the concept plan will enable the City to move into the preliminary design phase <br />of the interchange project, which will involve more detailed review, and full evaluation of the <br />associated impacts.
