Chromy, P.E., P.T.O.Er~ <br />Bolton & Menk, Inc. ~ . - <br /> <br />Highway 10 Local Access Interchange <br />Evaluation of One- W ay Frontage Road and Associated Traffic Operations <br />BMI Project No. T42.22335 <br /> <br />Froln: <br /> <br />RE: <br /> <br />On behalf of the City of Arden Hills, I have reviewed and summarized the design and traffic analysis <br />cOlnpleted by S.E.H. for the referenced project. At the May 27, 2008 City Council Meeting, information <br />was presented regarding the need for a fi.ontage road along the west side ofTH 10 connecting the Local <br />Access Interchange and CR 96. Analysis associated with phasing the construction of the Local Access <br />Interchange revealed unacceptable traffic delays would occur at the I-35W/CR 96 interchange without <br />construction of the \vest frontage road connection. Changes in travel patterns and levels associated \vith <br />the initial phase of the TCAAP development and grade separation ofTH 10/CR 96 necessitate the need <br />for full access at the ]'H 10 Local Access Interchange and west frontage road connection in 2012 . <br /> <br />The two-way frontage road design alternative presented at the May 27, 2008 City Council Meeting was <br />considered unacceptable by the City Council due to its potential increased impact to the Arden Manor <br />neighborhood.
