<br />City of Arden Hills <br />June 24, 2008 <br />Page 2 of2 <br /> <br />The analysis considered peak hour traffic congestion and delays at 13 intersections affected by the change <br />in travel patterns. With the one-way frontage road alternative and fun build of the Local Access <br />Interchange by 2012, lTIodified travel patterns and levels could be accommodated with acceptable delays <br />at each of the J 3 intersections. <br /> <br />The Minnesota Department of Transportation and Ramsey County Public Works have reviewed the one- <br />way frontage road design concept and traffic analysis. While both agencies would prefer a two-way <br />frontage to better accornmodate transportation needs, they are both willing to accept the one-way frontage <br />road in recognition of the local benefits to property owners. <br /> <br />Recommendations <br />It is my recommendation that the City of Arden Hills endorse the concept plan for the TH 10 Local <br />Access Interchange with a one-way \vest frontage road to CR 96 the with initial phase qfthe l'CAAP <br />development and grade separation of TH 1 O/CSAH 96.
