<br />June 18, 2008 <br /> <br />Deb Bloom <br />City Engineer, Roseville, Arden Hills, <br />and Falcon Heights <br /> <br />RE: Proposal for Erosion and Sediment Control Services for Arden Hills <br /> <br />Introduction: <br /> <br />The Ramsey Conservation District has a long-standing program history assisting local <br />governments, within Ramsey County, manage and control soil erosion and sediment <br />(E&S control). Over the past 35 years, we have worked with most local units of <br />government and regional water management organizations, e.g., Rice Creek Watershed <br />District (RCWD), to develop and implement E&S control measures to insure that land <br />disturbance activities have minimal impacts on our water and storm water conveyance <br />resources. <br /> <br />We currently have three-registered/certified E&S control specialists on staffwith a <br />combined professional experience of 34 years. The District also authored the Ramsey <br />County Erosion and Sediment Control Handbook, which was adopted by most <br />municipalities to establish a standardized approach to regulating E&S control. <br /> <br />At the present time, the District has a contract with the Minnesota Pollution Control <br />Agency (MPCA) to provide inspection services for all national pollution discharge <br />elimination system (NPDES) permit sites within Ramsey County. As of June 15, 2008, <br />there are over 150 active permit sites in Ramsey County. <br /> <br />Proposal: <br /> <br />The District can assist the City of Arden Hills implement an E&S control permit program <br />in a very cost-effective/efficient manner. <br /> <br />· Our headquarters is the Ramsey County Public Works Campus. <br />· Weare constantly driving through Arden Hills to perform work throughout <br />Ramsey County. <br />· We have a highly experienced and skilled staff in the field of E&S control. <br />
