ARDEN HILLS CITY COUNCIL - June 30, 2008 II Councilmember Holden asked w4y sometimes the traffic patterns were being reference in 2012 and other times 2030 in the memos. Mr. Chromy stated that in May the Council was looking at phasing options and this introduced the 2012 build conditions. Councilmember Holden asked that if the year 2030 were being used instead of 2012 would the one way frontage road still meet the standards. Mr. Chromy stated that he does not know the answer to this because the analysis has not been competed. City Administrator Moorse stated that the one way frontage road had been evaluated with the 2030 traffic analysis and it showed that it does still work. Mr. Chromy presented the second memo to the Council. He also explained to the Council the need for the width on the bridge that was being proposed. He also pointed out areas that he felt could be reviewed once a concept is endorsed. These include the need for two westbound thru lanes, two westbound left turn lanes, and shoulder width. Councilmember Holden asked for clarification on the meaning of "reasonable design" . Mr. Chromy stated that based on the information that was available it was reasonable to expect that a double left turn lane could be required to accommodate the traffic flow necessary. Mayor Harpstead asked about the turn radius. Mr. Chromy stated that the frontage road design was curved in order to accommodate the semi-truck traffic going into Scherer Brothers. This would enable the semi-trucks traveling southbound on TH 10 to make a right hand turn without crossing the median and going into on coming traffic. Councilmember Holden asked for clarification on the route that would be taken for Arden Manor residents to get to the TCAAP property. Mr. Chromy stated that the residents could enter the frontage road and go over the bridge onto Rice Creek Parkway_ Mayor Harpstead stated that pedestrian access needed to be addressed as well.
