<br />ARDEN HILLS CITY COUNCIL - June 30, 2008 <br /> <br />II <br /> <br />Councilmember Holden asked w4y sometimes the traffic patterns were being <br />reference in 2012 and other times 2030 in the memos. <br /> <br />Mr. Chromy stated that in May the Council was looking at phasing options and <br />this introduced the 2012 build conditions. <br /> <br />Councilmember Holden asked that if the year 2030 were being used instead of <br />2012 would the one way frontage road still meet the standards. <br /> <br />Mr. Chromy stated that he does not know the answer to this because the analysis <br />has not been competed. <br /> <br />City Administrator Moorse stated that the one way frontage road had been <br />evaluated with the 2030 traffic analysis and it showed that it does still work. <br /> <br />Mr. Chromy presented the second memo to the Council. He also explained to the <br />Council the need for the width on the bridge that was being proposed. He also <br />pointed out areas that he felt could be reviewed once a concept is endorsed. These <br />include the need for two westbound thru lanes, two westbound left turn lanes, and <br />shoulder width. <br /> <br />Councilmember Holden asked for clarification on the meaning of "reasonable <br />design" . <br /> <br />Mr. Chromy stated that based on the information that was available it was <br />reasonable to expect that a double left turn lane could be required to accommodate <br />the traffic flow necessary. <br /> <br />Mayor Harpstead asked about the turn radius. <br /> <br />Mr. Chromy stated that the frontage road design was curved in order to <br />accommodate the semi-truck traffic going into Scherer Brothers. This would enable <br />the semi-trucks traveling southbound on TH 10 to make a right hand turn without <br />crossing the median and going into on coming traffic. <br /> <br />Councilmember Holden asked for clarification on the route that would be taken <br />for Arden Manor residents to get to the TCAAP property. <br /> <br />Mr. Chromy stated that the residents could enter the frontage road and go over the <br />bridge onto Rice Creek Parkway_ <br /> <br />Mayor Harpstead stated that pedestrian access needed to be addressed as well. <br />
