<br />ARDEN HILLS CITY COUNCIL - June 30, 2008 <br /> <br />12 <br /> <br />Mr. Chromy stated that the concept plan includes a multi-use trail on the bridge <br />that would provide grade separation for the pedestrians to go across Highway 1 0 <br />without having to interact with the traffic on Highway 10. <br /> <br />Councilmember Holden stated that Pat McClafferty had brought up putting a <br />bridge by the railroad tracks. This had been discussed awhile ago but the City had <br />been told that it would be too close to the Highway 1 0 segment. <br /> <br />Mayor Harpstead clarified that this was the railroad bridge over Interstate 35W <br />that the City had suggested adding onto which would allow traffic to get to the <br />Scherer Brothers property from the west. He also stated that this had previously <br />been discussed and Mn/DOT was not interested in putting additional bridges across <br />this section of the freeway. <br /> <br />Councilmember McClung stated that he recalled there being discussions regarding <br />doing some sort of bridge around Scherer Brothers going into TCAAP but he did <br />not recall the Council discussing a bridge from across Old Highway 8 and Interstate <br />35W into Scherer Brothers. <br /> <br />Councilmember Holmes stated that the Council had discussed building an <br />additional bridge in this area but because this was an active railroad track it cannot <br />be used for traffic. <br /> <br />Councilmember Holden stated that the Council was told that they were looking at <br />this because of Highway I 0 and TCAAP and Ramsey County is finishing County <br />Road 96. <br /> <br />Mr. Chromy stated that the grade separation of Highway 10 and County Road 96 <br />was necessary from a safety standpoint. The grade separation would be happening <br />regardless of TCAAP. While local access is being replaced by the local access <br />interchange, TCAAP is the driving need for the local access interchange <br /> <br />Councilmember Grant stated in the past proposals for Highway 1 0 and County <br />road 96 were not grade separated. <br /> <br />Councilmember McClung stated that if TCAAP had been on the plan in earlier <br />years this would be done and there would not have been an option to grade separate. <br />He also stated that TCAAP and the potential for TCAAP did delay this section of <br />Highway 10 and County Road 96. <br /> <br />Councilmember Grant stated that there was not a lot of reference to noise <br />abatement or other possible options or if it was being considered and this concerned <br />
