<br />ARDEN HILLS CITY COUNCIL - June 30, 2008 <br /> <br />14 <br /> <br />Councilmember Holden asked if Mr. Chromy had heard of other communities <br />getting special appropriations for sound walls. <br /> <br />Mr. Chromy stated that he would suggest further investigating the City of Edina. <br />They have done a lot of local financing and finding local dollars to do noise <br />abatement, but was not aware of any communities getting State funding. <br /> <br />Councilmember Holden asked for clarification on the sound decibels and if the <br />analysis done was strictly a model. <br /> <br />Mr. Chromy stated that the model predicts existing and future conditions. Before <br />future conditions can be calculated, the model does need to be calibrated to verify <br />that it is modeling existing conditions. In order to calibrate the model, people come <br />out and take actual readings. He stated that he does not know how manyactual <br />readings were done. <br /> <br />Councilmember Grant stated there were other options related to noise abatement <br />that could be investigated such as berms and weight limits on vehicles. He also <br />stated that weight limits have not been considered because semi based road taxes <br />and because this is a Federal road they have a right to utilize the road but this could <br />be legislated. He asked if this would be Federal legislation or State legislation in <br />order to do something similar to Interstate 35E. <br /> <br />Mr. Chromy stated that Interstate 35E is a unique situation and the speed reduction <br />and weight restrictions in that corridor were included in the funding for the original <br />construction of that corridor. <br /> <br />Councilmember McClung asked, if there was a legal challenge, would the City <br />potentially get the same type of restrictions? <br /> <br />Mr. Chromy stated that anything may be possible with a legal challenge <br /> <br />Councilmember Holden stated that she had talked with a few legislators to see if <br />they would carry a bill that would reduce the speed on this section of road and it is a <br />State legislation issue but she did not know if the weight restrictions would be State <br />or Federal legislation. <br /> <br />Mayor Harpstead stated that the Interstate 35E corridor was a court imposed <br />settlement not a legislative settlement. He asked if there were any benefits on the <br />Arden Manor side of the bridge for noise abatement in this area. <br />
