<br />ARDEN HILLS CITY COUNCIL - June 30, 2008 <br /> <br />15 <br /> <br />Mr. Chromy stated that there may be some noise benefits relative to the retaining <br />wall for the Arden Manor residents but as you move away from the interchange, the <br />grades will be relatively the same on Highway I 0 as they are today and the frontage <br />road will come down to County Road 96. <br /> <br />Mayor Harpstead stated that the retaining walls would not provide noise <br />abatement to Arden Manor for the full length so the City would have to explore <br />additional noise abatement in this area as well. <br /> <br />Councilmember Grant stated that Arden Manor may qualify for noise abatement <br />funding based on a per residents basis if the decibel readings were high enough. <br /> <br />Councilmember Holmes stated that Jim Tolaas had told the Council that on the <br />County Road 96 side, there had been the ability for sound abatement but the <br />residents had opted out of that because of the view of the lake. <br /> <br />Mayor Harpstead stated that the decision should be revisited by the City. <br /> <br />Councilmember Holmes stated that the Council has received e-mails from Arden <br />Manor residents that want to have this decided so that they can know when they can <br />move. The City is going to try and make several options available for residents to <br />stay in the park. <br /> <br />Councilmember Holden stated the City has had many discussions on where <br />mobile homes could be moved to and the City does not own the land on which <br />Arden Manor is located. She asked if other Cities have done land swaps or how it <br />works. <br /> <br />City Attorney Filla stated that part of the relocation process may involve land <br />acquisitions to relocate manufactured homes but these options would need to be <br />explored further. <br /> <br />Councilmember Holden asked if the City would then give that land to the mobile <br />home owner and if the City would potentially have to replace the infrastructure of <br />Arden Manor. <br /> <br />City Attorney Filla stated that the City could buy the land and give it to the mobile <br />home owner or some other way of relocating manufactured homes onto the <br />property, but that it was too early to decide on the infrastructure because the City <br />did not know what was there. He stated that the mobile home park owner would <br />need to be involved in the discussions. <br />
